Bureaucracy Stop: Shipping Updates & Newsletter for Roofify Customers

Plain talk: We think this law is absolute nonsense – but the bureaucratic frenzy is putting us on our knees.

As an online shop for roofers and plumbers, we stand for honest craftsmanship, pragmatic solutions, and fast deliveries directly to the construction site. However, the new EU Packaging and Packaging Waste Regulation (PPWR) makes borderless shipping simply unaffordable for medium-sized retailers.

Where we continue to deliver with usual reliability:

We continue to deliver without restrictions to selected EU countries (Germany, Austria, Belgium, France, Netherlands, Finland, Ireland, Italy, Latvia) as well as all non-EU countries (e.g., Switzerland, Norway, UK, USA, Australia, New Zealand)!

The decision to temporarily suspend shipping to the remaining EU member states was extremely difficult for us. But from a business perspective, we have absolutely no other choice.

What does the new EU Packaging and Packaging Waste Regulation (PPWR) state?

The new EU regulation has been in effect since mid-August 2026. We fully support the actual goal – environmental protection and waste reduction. However, the bureaucratic implementation is a financial disaster for medium-sized businesses:

• Mandatory Local Authorized Representative: For each individual EU destination country, we are obliged to appoint a legal representative (Authorised Representative).
  
  
• Theory vs. Practice for Authorized Representatives: What these so-called authorized representatives actually do, probably no one really knows. In theory, they are supposed to check important environmental requirements – in practice, they mainly line their own pockets for minimal administrative effort.
  
  
• €500 to €1,000 basic fee per country – and rising: The administrative registration and representation alone costs us a flat rate of between €500 and €1,000 per EU country per year – mind you, without a single box even being shipped. As service providers and agencies have long discovered a lucrative business model in this, these costs are constantly increasing.
  
  
• Packaging licenses are on top of that: In addition to these purely bureaucratic basic fees, there are also the regular license costs for the actually imported packaging material and filling goods.
  
  
• No de minimis limits for small quantities: There are no de minimis limits. If we send only 2 packages a year to a country, the full fixed costs still apply.
  
  
• Strict void fill quota: A maximum of 50% void space in the outer carton is allowed, coupled with complex quantity reports.

The numbers simply don't add up for us anymore

At first glance, this might sound like manageable amounts for a single country. However, if you extrapolate this pure bureaucracy fee to the 26 remaining EU member states, we are talking about a sum between €13,000 and €26,000 per year – just for the stamp on paper, without having shipped or packed a single box!

With our fair prices for the trade, we would have to sacrifice tens of thousands of euros in net profit just for EU forms. We cannot and will not pass this on to our product prices.
